A client has asked me to quote on a project which involves translating callouts in several drawings done in Autocad 2000. Does anyone know if I can open these in another program to translate the callouts? Thank you! VIVA Language

You can open Autocad drawings with this application, available from the Autodesk's home page (an year ago it was free for download).

If you should return drawings in AutoCAD format (.dwg), it's a good idea to use AutoCAD 2000 only. Otherwise can be a problems. You must be AutoCAD user (or have an initial skills of the work).

AutoCad Viewer, produced by by Bentley Systems: http://www2.bentley.com/ I don't remember, but it should have trial period, as most programs do. The download is some 60 Mb, though.

Bentley View is free (AFAIR) and allows to open and print DWG files in native mode (they are not imported/converted).
