With which translation tools is it possible to translate HTML or php files from German into Ukrainian?

Practically all CAT tools can handle pure HTML (or at least some version of it).

PHP is more problematic, because PHP is a very flexible format, and thus there is no sure way for a CAT tool to know which parts of the code is translatable. It is up to each individual PHP author to decide where and how he wants to put the translatable content, and in what ways to code it. In addition, some PHP files draw their textual content from separate "language files" that are by themselves are not necessarily actual PHP, whereas others have the textual content as part of the main PHP code.

You can translate HTML in most CAT tools even if you have no idea how HTML works, but it may be difficult or impossible to translate PHP files without a sound knowledge of PHP, since you (or someone) would have to edit the PHP code to mark up the translatable content so that a CAT tool can identify it (or: you would have to create a custom filter for your CAT tool that recognizes the specific coding choices that the author of your specific PHP file had used... i.e. a filter that is good for only that one file).

Some CAT tools do have "PHP" filters, but the filter design assumes certain coding choices, and your PHP file's author may have made difference decisions when he wrote the PHP file than the PHP files that the CAT tool developers had to work from.
