Both types of rent appear to have the same definition. Two ways to capture it in English are given. The term "headline rent" is too technical for this purpose.

Czynsz "ofertowy" czy cena "ofertowa" są to czynsze i ceny ogłaszane.
W związku z tym, że coraz częściej na rynku występują negocjacje - czynsze ofertowe mogą różnić się nawet w znacznym stopniu od czynszów rzeczywistych, czyli tych, które faktycznie znalazły się w umowach najmu czy dzierżawy.

The advertised rental rate isn’t always firm. When dealing with larger property management companies and apartment complexes, it’s less likely they’ll be willing to barter over rental rates. But if it’s a smaller apartment building or independent landlord, it may be easier to negotiate rental rates. Even if you can’t get a cheaper monthly rate, there’s always the possibility to negotiate other things like including utilities in the price, a free parking pass, furnishings included, etc. When it’s time to renew the lease, it is also a great opportunity to try and negotiate a better deal. Renewals save the landlord time and money from not having to find a new tenant.

Headline rent
The rent that would be payable after any rent-free period, concessionary rent period or other inducement has expired.
For example, if a landlord wants to achieve a headline rent of £100,000 per year for a five year lease, but the market rent for the property is £80,000 per year, the landlord may agree to a rent-free period of one year, followed by four years at the headline rent of £100,000. Over the five year term of the lease, the tenant pays £400,000, which is equivalent to £80,000 per year, but the landlord can quote a headline rent of £100,000 per year. A rent review clause that then disregarded the one year rent-free period would be onerous for the tenant, as the tenant would be assumed to have paid the headline rent of £100,000 per year, for each year of the review period.

Asking Rent. Definition: For retail and industrial properties, rent is a weighted average quoted as monthly NNN rent per square foot. Office properties are a weighted average quoted as monthly gross rent per square foot. For apartment properties, rent is a weighted average quoted as monthly gross rent per unit.
