Intencją twórców Instytutowych Klauzul było zapewnienie ciągłości ochrony na całej trasie przewozu. Ochrona trwa zatem podczas przewozu kolejnymi środkami transportu, obejmuje przeładunki i niezbędne międzyskładowanie, pod warunkiem zachowania "zwykłego" przebiegu przewozu.
