I know this looks like several terms, but really it isn't, it's a single concept - and I am looking for ways to sum it up neatly in English. I came up with 'agreements for the sharing of transport policy financing' - but 'transport policy financing' didn't get many googles (mostly transport policy AND finance) and I wonder if instead of 'agreements for the sharing of' I could use 'partnership agreements' or whether that changes the meaning somewhat and misses the point. Anyway, here's the bit, taken from an article about the issues involved in linking different transport systems operated by different operators by means of a single teleticketing system:

La complexite s'accroit lorsqu'il s'agit, et c'est toujours la finalite, de servir une nouvelle offre commune, mise au point sous l'impulsion des autorites organisatrices concernees, necessitant des accords tarifaires (prix et mesures sociales) des accords de distribution, des accords de partage des politiques transport.

my answer is based on the bit of article french2english posted. insert the financing as regards the parties sharing the cost of the evaluation by outside bodies of what transmission policy will be carried out. it holds still

CMJ... ....yes, that IS the whole point...got that....and your suggestion of 'funding' instead of 'financing' is a great idea...much more suitable...thanks

CMJ... ...oops, yes it IS an error - I missed out 'du financement' - it should read 'des accords de partage du financement des politiques transport' - sorry folks....!

the whole point is....

that different authorities (national, regional...) have to share the cost of funding transport policy (note the word "funding" much in vogue for this sort of thing), so they have toreach agreements on who is to stump up what.

The complexity only grows greater when it is a question (and this is always the case) of putting together a new financing scheme, developed under the urging of all agencies concerned (both in government, which will provide subsidies, and in the transport sector, which will provide the means), requiring agreements on ticket pricing (including social categories for reductions), on adaptation of outlets (e.g., new ticket machines, etc.), and negotiated agreements on the proportions of subsidies and investment as the keystone of a new transportation policy.

Policy: a definite course or method of action selected from among alternatives and in light of given conditions to guide and determine present and future decisions.
3 responsibilities mentioned here which the “administrative authority” looks over:
a, tariffs, b. distribution network approval, c, transmission policy e.g bandwidths, frequencies, time sharing, equipment such as VSAT etc. I read something recently about the french govt. limiting the encryption abilities of online payment companies, somewhere, for military and security reasons.

i took note of the fact that the asker emphasised on teleticketing. it would involve some telecoms networking, for smartcards and teletickets, maybe devices attached to the vehicles which require some technological policies
