Orchard Road is the epicentre of big-name fashion brands and mega-malls. Only recently opened is ION Orchard, with 355 shops over eight. But if you want good prices and are willing to sacrifice ambience and air-conditioning, head to department stores such as People’s Park, Chinatown Point, and Chinatown Plaza in Chinatown.

Have no idea... How some of the other answers were concocted. Stabs in the dark maybe.
It is very common knowledge all retail stores are rated by customer satisfaction, this is how they structure their pricing.
Bigger shopping malls actually insist all shops rate above 7 or they are kicked out of the mall.

I take Sheila's point: there are 4 levels above and 4 below ground (see Sheila's link). Total number of levels: 8. I think we can agree on that.

There seems to be a word missing in the asker's text. Shouldn't it be "over eight levels" or something like that? Sheila's link says "with over eight levels", where I think "with over" is a mistake.

Oh dear, funny how the phrase "over eight" sets everyone off. There were similar phrases at the back of my mind. It took me a while to realise what they were.

Driving on 7 pints? Just to make sure everyone knows - 8 pints makes you legless. One pint gets you to/over the limit. But I agree it's a UK saying if not UK origin.

I don't think so. One over the eight is I'm sure of UK origin, i.e. over the drink driving alcohol limit. Over eight is not the same.

This sounds like USA English, and perhaps the mall is eight storeys high.

agree kmtext : The "floors" is implied in the text. It's not a common construction in the UK, but we are getting more faimliar with hearing about shops being spread over x number of floors.

ION Orchard Plaza Is renowned as one of the finest shopping malls in the world. All the big names are tenants, Ie, Gucci, Billabong, Colorado and all the Designer Brands have shops there.
You will not find a Walmart or Tesco in Ion Orchard Plaza for instance.
355 shops above a 8 rating. 10 being the highest rating for a store.

A louis Vuitton store is one of the drawcards at ION Orchard Plaza.. a 10/10 store

Over a score of 8 out of 10, So there are 355 stores rated higher than an 8 out of 10 in the complex.. For instance stores may be 8.1 ,8.3, 9.4, 8.6, 9.6. etc
