the person in question is a Japanese artist, a painter; the place is Japan; the author of the book quoted is British; the time is the pre-WWII period
there's nothing to suggest that the "department" in question is something that corresponds to the "foreign ministry" in the european context, and i couldn't find what it can possibly mean in a british english... moreover, from the book it is pretty clear that the committee is a domestically oriented body

My point is not that he worked for the US government, but that he worked for the committee in Japan which is appointed to assist the Japanese government in the selection and purchase of public arts. What that committee is called in Japanese, I don't know. I don't speak Japanese. The author of the book has written the book in English and has therefore ended up with using the English equivalent name. That's how I understand it.
We must also keep in mind that there is no reason to believe that this Japanese committee is a part of the Japanese foreign office.

means "Foreign Office" in the USA
Probably written with a US slant, and it does mean the "Ministry of Foreign Affairs" in the USA. Maurizio
