How to tell the difference between "easy" and "pro" questions:

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Yes, it means a military base. Just google for "installation plans" and "installation plans office" in connection with USAF (U.S. Air Force) and af.mil (USAF website)--am hesitant to quote military documents these days. The "plans" are for personnel management, contingency planning, threat assessment, etc. "installation" does mean "military installation" here. However, these plans may not be mentioned somewhere else in your document.

Noting is being installed in the text. Do not you think that "installation" means "a military base" in this context? I had other instances of "installation" in the sense of a military base

Yes, "installation" can mean a military base but can also mean other things as well. See here if one of these is a better match:

But, if it is a military base elsewhere in your document then it is probably one here as well. If so, it would mean "this doument is applicable to...the regulations or plans effective on that base/installation (probably explained in your document).

fitting instructions

Without knowing what "it" is, it is difficult to be sure, but I should think this is what it means. "USAF-specific" applies to all the things in the list following it, including these "installation plans".
