English term

a culture

English Social Sciences Media / Multimedia
"By drawing on folklore research, Bird suggests that tabloid culture serves to validate cultural norms and educate audiences in the values of a culture, while also offering an outlet for fantasy, desire and longing."

The indefinite article that is used here implies that it might be any culture, one of many cultures, right?

any individual culture

The author is referring to 'any individual' culture, as distinct from culture in general, implying that each individual culture has its own set of values within the wider spectrum of 'universal cultural values' (which are defined by the 'cultural norms').
