We welcome the letters of invitation extended to three special procedures on xxx October, by the United States Department of Defense to visit the Department'sdetenton facilities at Guantanamo Bay Naval Station, Cuba.
This invitation is the first tangible result of almost four years of dialogue between the special procedures of the United Nations Commission on Human Rights and the US Government.

I looked at the document you are referring to. The only thing that makes sense to me is that these are representatives but may have assumed the name of their unit.

: Sounds like someone just got the wrong word or used a 'false friend' translation. Other UN press releases use the term 'Special rapporteur', and other texts use the term 'monitor'. In any case, 'procedures' cannot be correct.

: "Procedures" here must mean "the special procedures of the UN Commission on Human Rights" as Susanne notes and these representatives are noted as "special procedures mandate holders" in that text. I've never seen "procedures" used as in the 1st instance.
