I believe tablet is the hand held, whereas panel is a display board which allows you to move the frames around, rearrange them and/or resize them

Not in my experience
A tablet computer is the one that is portable and allows the user to usually enter things without resorting to a keyboard.
A panel computer is one that fits into a 19" rack and is used for, say, running test equipment in an industrial setting. It is not portable and usually comes with a keyboard that is attached to the rack below the screen.
