dome camera A dome camera is a CCTV (Closed Circuit TV) camera that is covered by a hemispherical dome (cupola - but upside down). Within the dome, the camera can be rotated left-right 360 degrees and up-down 90 degrees (from horizontal to vertical looking down). The dome is usually like a one-way mirror, so people around the camera cannot see where the camera is "looking" at a particular moment. "Speed" is IMHO just an attribute - or indicates that is used by the Police as a "speed trap" - check the context.
