"Applications" se refera la utilizarea practica a banilor, pe capitole si scopuri de cheltuieli. "Aplicarea" in scopuri concrete, daca vrei, folosind un barbarism.
Ca se eviti relativa repetitie a termenilor "alocarile si repartizarile", iti sugerez expresia "vor decide (in loc de ëfectua/face, etc.) asupra alocarii si utilizarii". Astfel se folosesc exact termenii dati.
