A homeowner who, as a result of a "distressing" situation is selling his home. The distress could have occurred from an impending foreclosure or due to an inability to make the monthly payments; contrasted to a "willing seller".

Being just a title, I think the translation can be simply "إنه سوق المشترين ",and the meaning of "distressed sellers" is implied ,,or it can be also
"إنه سوق المشترين و محنة البائعين"
