I nearly figure out the meaning of it, but I am not 100% sure. In order for me to draw a conculsion, would you pls provide me with more sentences, say two before the one in question and another two after it. Thanks!

i don't think this is a spelling error, cause it is repeated in another sentence saying "to install cables and supports (assuming most joints ready made off) test and commission, 4 men are required".

Probably hc-ha is right. "Take off" is more appropriate in this context than "make off". A typo is more likely. Can you confirm this suspecion.

it may be a spelling error. Take off , not "make off". because the sentence is talking about "to install sth, and to take off (remove)sth". to carry out this task, 3 men are required.
