Here's another option. I think sometimes we tend to be more general in our titles and not always list all of the functions of the office in the title. For example, a common state-level office is the Department of Motor Vehicles. Well, what does that mean? They handle almost everything that relates to "motor vehicles." In this case, the License Plate Office may have a couple of different functions, but I think it is sufficient to call it the "License Plate Office," unless there could be more than one different type of license plate office. In that case, you would want to be more specific to avoid confusion.
