no addressee info There are no responses from the debtor - there are just letters from the debt collection company

This seems to be ... ... what the creditor as such (again) offers to the debtor ("der Mandant XYZ kommt Ihnen nochmal entgegen"). Apparently, the creditor is willing to lower the initially proposed interest rate/amount for the second time, after a first "Entgegenkommen" earlier on.

Is this in response to an offer by the creditor? I'm not clear whether it means 'We agree to your offer' or 'we would like to make you an offer'.

No, ... ... this is about not claiming the interest stated initially, but a lower rate instead. In other words, finding some middle-ground solution both sides can live with.
