"Als Systemlänge versteht man die Länge eines Paneels, genauer gesagt den Abstand von Bolzenmitte zu Bolzenmitte, in Brückenlängsrichtung."

Similar to Bailey bridge but called a Paneelbrücke The bridges they're talking about are called " Paneelbrücken," which are referred to as similar to Bailey bridges. Panel bridge?

bolt center

A literal translation works fine. I also found the distance between bolt centers described as the bolt pitch, but I think this is clearer. The center is presumably the line running lengthwise though the middle.
Example sentence:

150 is 5 5/32 between bolt centres and 1.875 between bore centres in X and 5 5/8 between bolt centres and 1.812 between bore centres in Y

I somehow don't think that 'bolts' is appropriate for the context of bridge construction.

Yes, it could well be bolts that are being used.
neutral Johannes Gleim : Over interpretation. Bolt type is not stated. And I consider riveting as obsolete technology for bridge construction.

Eigentlich geht es hier um eine Bailey bridge, die modular aus panels zusammengesetzt wird. Diese panels werden mit ca 3 kg schweren panel pins verbunden. Ein panel ist bei diesen fachwerkbrückenartigen Konstruktionen übrigens kein Paneel, sondern ein Feld. Mit einem Paneel verkleide ich etwas meist flächig ...

Die Bailey-Brücke ist eine Konstruktion die auf Einzelbaukomponenten zurückzuführen ist. Die ursprüngliche Entwicklung aus Deutschland, wurde von den Engländern übernommen und weiter entwickelt. The original Bailey Bridge had a panel length of 10'0" (3.048 mm) from centres of connecting pin holes and a height of 4'9" (1.448 mm) from centres of connecting pin holes.
